Fair market value is defined as “a willing buyer and a willing seller.” Comparative market analysis, often known as “comps” can be a place to start, but they don't tell the whole story. All sorts of things affect the price of a home. The seller's motivation is part of the equation. If, for example, the seller needs to move, you may have more room to negotiate a lower price and/or better financing.
